This research is a developmental research, in which an elementary school learning device is developed. The learning device is discussion-oriented learning model which consists of lesson plan, text book, exercise book, and an instrument measuring students’ scientific attitude which refer to the development of 4-d model device. Generally speaking, this research intends to find out the quality and the effectiveness of the device developed also the students’ scientific attitude.
