Actualization is a form of desire that a person has to be able to use all kinds of abilities to achieve a form of thing that he wants to do. Rehabilitation is a facility that is semi-closed in nature, only people with special interests can enter the rehabilitation area, rehabilitation for convicts in prisons is a place that provides skills and knowledge training as well as medical and social therapy treatment so that convicts can avoid narcotics. This research aims to Regarding the Implementation of Social Rehabilitation which is quite a serious problem in people's lives, especially in the section relating to Narcotics Convicts, in the form of a state and thus residents often have the desire to defend their rights but the state continues to do what is in its interests in carrying out the interests people all citizens of Indonesia community life can take place in harmony which can be realized if there is a guideline or rule that is implemented by the community. To answer these problems the author conducted research in the form of field research originating from observations, interviews, and documentation obtained directly at the Class II A Narcotics Penitentiary in Muara Beliti, Musi Rawas Regency. The research method used is empirical which means that research is studied by emphasizing the discovery of facts in the field which the author then uses as data obtained directly from the field in accordance with the existing facts.
