This study examined the management of dynamic records at the Medan City Records Depository Office, focusing on the implementation of core archival stages: creation, utilization, maintenance, and disposition. The objective was to analyze how inactive records from various local government agencies were processed and to identify challenges in the archival workflow. A qualitative descriptive method was applied using interviews, observation, and documentation, with data analyzed through reduction, display, and conclusion techniques, supported by triangulation. The findings indicated that records were initially created and filed by each agency before being transferred to the depository. However, inconsistencies in filing and documentation were common. Manual archive retrieval methods led to inefficiency, as no digital system was in place. Limited storage space, lack of climate control, and poor environmental conditions increased the risk of archive deterioration. Additionally, the implementation of the Records Retention Schedule (RRS) was not optimal, leading to archive accumulation. In response, the office reorganized storage, initiated digital plans including SRIKANDI application use, provided staff training, and enhanced inter-agency coordination. Despite these efforts, constraints in infrastructure, human resources, and technology continued to hinder performance. This study highlights the importance of integrated, sustainable strategies to support accountable and effective archival management in public institutions.
