The rapid advancement of information and communication technology has significantly influenced how academic libraries operate. Conventional, manual services are no longer sufficient to meet the needs of modern users. This study investigates the implementation of SLiMS (Senayan Library Management System) in the Polytechnic State Library of Padang as a strategy to improve library service delivery. Using a qualitative case study approach, data were collected through in-depth interviews with key library staff who are directly involved in managing SLiMS. The research adopts the policy implementation framework by Van Meter and Van Horn, which examines five critical aspects: policy goals and standards, resources, characteristics of the implementers, inter-organizational communication, social-political context. The results of the study reveal that the use of SLiMS remains suboptimal. Although librarians possess adequate knowledge and technical skills to operate the system, its broader application is still limited. The OPAC feature, for example, is not yet widely accessible to users due to limited infrastructure and a lack of outreach. Moreover, insufficient institutional support, lack of funding, and the absence of continuous training were identified as key obstacles. These findings suggest that for SLiMS to be fully effective, a more inclusive implementation strategy is required, one that promotes user access, strengthens institutional commitment, and builds sustainable collaboration among stakeholders.
