The issues of limited land and low access to economic resources are major challenges in densely populated communities, especially near railway tracks. These conditions undermine family welfare, particularly for housewives without stable incomes. This service-learning project aims to implement Zero-Waste-based Budikdamber (Fish in a Bucket Cultivation) as an empowerment strategy for housewives in Sei Agul Village, Medan Barat District. The methodology consists of outreach, training, technology implementation, mentoring, and continuous evaluation. Initial observations indicate that target partners lack literacy, practical skills, and access to manage yard spaces. Implementation of Budikdamber enables utilization of small land plots, reduces household organic waste, provides independent food sources, and opens micro-business opportunities. Consequently, this program contributes to improving community welfare and supports the achievement of the SDGs, the university’s key performance indicators, and Indonesia’s Asta Cita goals.
