Obstacles to the Implementation of Social Assistance Policy for Persons with Disabilities in South Amuntai Sub-district, North Hulu Sungai Regency

This study aims to analyze the implementation of the Regional Regulation of Hulu Sungai Utara Regency Number 3 of 2021 concerning the Protection and Fulfillment of the Rights of Persons with Disabilities, focusing on the social assistance program for persons with disabilities in South Amuntai Sub-district. The background of this research is based on the low number of social assistance recipients compared to the total number of persons with disabilities, with only 58 out of 231 individuals receiving aid. This indicates that the implementation of the policy has not yet been fully effective in achieving its intended goals.
This research employs a descriptive qualitative approach through interviews, observations, and documentation. The findings reveal that the implementation of the social assistance program still faces several obstacles, including inadequate program socialization, limited human resources within the Social Affairs Office, and outdated data on beneficiaries. Consequently, these issues have led to delays in assistance distribution and inaccuracies in targeting recipients.
The study concludes that the effectiveness of policy implementation is highly influenced by factors such as communication, resources, and data accuracy. Therefore, it is necessary to strengthen coordination, regularly update beneficiary data, and improve the capacity of implementing personnel to ensure that the fulfillment of the rights of persons with disabilities through social assistance programs can be carried out more effectively and equitably
