Evaluasi Kebijakan Penanganan Rumah Tidak Layak Huni Di Kabupaten Serang

The policy of handling Uninhabitable Houses (RTLH) is a government effort to improve the quality of housing for low-income communities as part of poverty alleviation and fulfillment of basic needs. This research is motivated by the still high number of RTLH in Serang Regency, the failure to achieve the target of handling, the unequal distribution of programs, and the existence of inequality in the allocation of funds between funding sources. The purpose of this study is to evaluate the policy of handling uninhabitable houses in Serang Regency. The research method used is a descriptive method with a qualitative approach. Data collection techniques in this study through observation, interviews, and documentation. Data analysis techniques use the concepts of Miles, Huberman and Saldana. The results of the study using the Reno Affrian (2023) policy evaluation model show that the policy of handling RTLH in Serang Regency has generally been running quite well through the involvement of various funding sources, namely the Regional Budget (APBD), National Budget (APBN), Province, BAZNAS, and CSR, and has had a positive impact on improving the quality of community housing. However, budget limitations and differences in the amount of aid between funding sources remain challenges, necessitating increased synergy between stakeholders, equitable distribution of aid allocation, strengthening of formal cooperation, and optimization of planning and monitoring systems to ensure more effective and sustainable policies.
